In accordance with the Americans with Disabilities Act (ADA), building standards were established to ensure access for individuals with disabilities. These enforceable standards establish design requirements for the construction and alteration of facilities, which are applicable to areas of public accommodation, commercial facilities, and state and local facilities. As such, Pacifica recognizes the importance of ensuring ADA Compliance on all new construction and existing facilities.

Pacifica’s team include National Association of ADA Coordinators Professionals that are available to provide innovative solutions to ensure compliance with all applicable laws and regulations. Currently, Pacifica is responsible for ensuring campus-wide ADA compliance at Los Angeles City College for the Los Angeles Community College District.


Pacifica has a labor relations and compliance team comprised of experienced professionals with expertise in the development, administration, and enforcement of Project Labor Agreements/Collective Bargaining Agreements, Small and Disadvantaged Business Enterprise Programs, National and Local Targeted Hiring Initiative Programs, Labor Compliance Programs, California Labor Code, Federal Davis-Bacon and Related Acts, and other applicable regulatory requirements and directives.

The members of Pacifica’s team have implemented and enforced compliance on multi-million and billion dollar public works projects for clients such as the Los Angeles Community College District, Los Angeles Unified School District, California High-Speed Rail Authority, City of Long Beach, Upper San Gabriel Valley Municipal Water District, Los Angeles County Metropolitan Transportation Authority, and Orange County Transportation Authority.


Pacifica provides full service permitting support services throughout the public review and entitlement process from project inception to completion. Pacifica has excellent working relationships with federal, state, and local agencies which enables us to move projects through without delays by swift identification and resolution of any issues to ensure permit approval. Pacifica’s streamlined approach allows us to assist our clients in reducing project schedules and construction costs.

Pacifica has extensive experience in providing permitting services for large and complex construction projects, such as the Sixth Street Viaduct Replacement Project for the City of Los Angeles Bureau of Engineering and several new construction projects for the Los Angeles Unified School District, which comprises of the South Region Elementary School #9, Early Education Center #2, Alexandria Elementary School, and the Glassell Park Early Education Center.


Pacifica has extensive knowledge and experience in providing plan checking and submittal review services to ensure projects are in compliance with federal, state, and local requirements and standards.

Pacifica has successfully delivered effective and efficient plan checks by engaging in open communication with agency personnel, architects, engineers, developers, inspectors, and other stakeholders to ensure compliance with all applicable codes and ordinances, including but not limited to California General Construction Permit, Title 24 California Building Standards Code, California Building Codes, California Residential Codes, California Mechanical Codes, California Electrical Codes, California Plumbing Codes, California Green Code, California Fire Code, ADA accessibility, California Energy Code, CEQA, NEPA, and all other pertinent regulations.

Pacifica has provided plan checking for a wide breadth of project types, which include the civil plans for Magellan Gateway, a master-planned 5 building business park on 26.8 acres within the City of El Monte; the Southeast Water Reliability Project (SWRP), a $15 million 4.5 mile 30” recycled water line and pump station improvement project for the Central Basin Municipal Water District; and providing submittal reviews for all environmental CDRLs, submittals and policies and procedures for Los Angeles County Metropolitan Transportation Authority’s Westside Extension.
