The Victorville Wellness Center is the first facility of its kind in San Bernardino County, providing the City of Victorville and the entire region with a brand new campus, infrastructure and facilities designed to help the homeless population stabilize and rebuild their lives. This local- and state-funded, 4.5-acre campus provides emergency shelter, interim housing, a recuperative care facility, medical clinic and wrap-around supportive services. Additional campus features include multiple restrooms and showers, recreation and lounge area, office spaces, kennel areas and a dog walk.

As the prime consultant, Pacifica was responsible for overall construction management, cost controls, project accounting, risk mitigation, project schedule, and served as the direct contact with the City of Victorville. Additional responsibilities included extensive coordination with the City, key stakeholders, and public agencies, including City Council Members and public utility providers (including Southern California Edison, Southwest Gas, and Victor Valley Wastewater Reclamation Authority) to ensure common interest in the project was maintained.

Pacifica also developed and maintained the project schedule and was responsible for reviewing the contractor’s monthly schedule updates and Time Impact Analysis submissions. The Pacifica team drove key decision-making efforts with City staff and stakeholders, organizing the work efforts of team members, and monitoring adherence to the project’s standard operating procedures.

In 2024, the project was awarded the Project Achievement Award for City/County/State projects of less than $50 million by the Construction Management Association of America’s (CMAA) Southern California Chapter.
